Here are some more details on Illinois Concealed Carry

Much has been made of what classes will be accepted for 8hrs of the 16hrs that will be the mandatory training for Illinois Concealed Carry. Much of what I am talking about can be found on the ISP website here. This FAQ is being updated by the ISP as they answer questions form the instructors and from the public. This is your best source for facts, they are subject to change on a moments notice too. The fast is, we are all trying to figure this stuff out and when they, or we find a problem area, it will be addressed in the FAQ.

 

 Illinois State Police

 

The Illinois State Police have, at this point, given the instructors a lot of leeway in what they can accept for the first 8hrs of the concealed carry curriculum. This is both good and bad in that people who really do a have a good skill set can be rated as such and move to the second 8hrs to complete the required training. Here is the the Illinois State Police list of approved 4 and 8 hour classes.

BRA

 

The NRA Basic Pistol Instructors have been approved to teach Illinois concealed carry. While I don't agree that you need all this training for a, "Constitutional" right, I think that an instructor teaching a class for concealed carry should have some training in this area. The Basic Pistol Instructor class does not give an instructor such training. One of the mandates from the ISP is that you need to draw from concealment. The Only NRA classes that teach this are the Personal Protection series from the NRA. While it's not mandatory to have this training, I think it a good idea for those who are going to teach you how to do it, have some training in how to do it properly and safely. This is not to say that a BPC instructor might not have this training as well, just that it is not part of the basic class for students or instructors. All our instructors have NRA Training which mandates we draw from holsters and are able to teach this to national standards. I urge you, even if you don't take advanced training from us, that you seek out more training in this area. Carrying a concealed firearm is a huge responsibility and you need to treat it as such to be both prepared to defend yourself and your family, while minimizing the risk to others.

 

There are two classes offered for Illinois Carry Rockford Concealed Carry; The first will be an 8hr class which will be either the Basic Pistol Class or something very close to it. The second 8 will be based on and complete the listed mandates below from the Illinois State Police and per the law. Those of you who have 4hrs previous training will be given a $50 discount and urged to take the full 16hr class.

10/6/13 This is what we will teach per the ISP mandate:

 

Initial Firearms Curriculum must be at least 16* hours of in-person instruction and cover the minimum requirements listed below. Please review the minimum requirements listed below and affirm your curriculum covers each requirement by placing your initials on the line next to each training requirement.

1. Firearm safety; Minimum 2 hours Classroom

         

a.

4 basic firearm handling safety rules

         

b.

Home storage

         

c.

Vehicle storage

         

d.

Public Storage

2. Basic principles of marksmanship; Minimum 3 hours Classroom/Range

         

a.

Stance

         

b.

Grip

         

c.

Sight Alignment

         

d.

Sight Picture

         

e.

Trigger Control

3. Care, cleaning, loading, and unloading of a concealable firearm; Minimum 3 hours Classroom

         

a.

Gun identification: revolver, semi-automatic, misc.

Ammunition identification and selection

Safety and cleaning protocols

Cleaning equipment

         

e.

Loading and unloading

4. All applicable State and Federal laws relating to the ownership, storage, carry, and transportation of a firearm; Minimum 4 hours Classroom

               a. The Act in its entirety,

1) with emphasis on 430 ILCS 66/10(h) which includes instruction on the appropriate and lawful interaction with law enforcement while transporting or carrying a concealed firearm.

2) with emphasis on 430 ILCS 66/65 which includes instruction on prohibited areas and the parking lot exception.

 

         

b.

The FOID Act 430 ILCS 65/1 et. seq.

         

c.

Relevant portions of the ILCS including but not limited to

 

 

1) 720 ILCS 5/7-1. Use of force in defense of a person**

 

2) 720 ILCS 5/7-2. Use of force in defense of dwelling**

 

3) 720 ILCS 5/7-3. Use of force in defense of other property**

 

4) 720 ILCS 24/1 et. seq. Unlawful Use of Weapons**

** Must define dwelling, aggressor, forcible felony and unlawful use of weapons pursuant to the ILCS.

 

5. Weapon Handling; Minimum 4 hours.

               a. Dry fire practice drills, handgun fundamentals

               b. Dry fire practice drills from concealment

               c. Live fire practice drills, handgun fundamentals

               d. Live fire qualification with a concealable firearm consisting of minimum of 30 rounds which must include 10 rounds from a distance of 5 yards; 10 rounds from a distance of 7 yards; and 10 rounds from a distance of 10 yards at a B-27 silhouette target approved by the Illinois State Police. * The Department will accept up to 8 hours of in-person training already completed toward the 16 hour training requirement as outlined in Section 75 (i) of the Act provided those 8 hours cover the classroom and range subject matter of components #1 through #3. The additional 8 hours of training required by Sections 75 (g) and (i) of the Act will be comprised of components #4 and #5.


 

3-HOUR RENEWAL CURRICULUM

Renewal Firearm Curriculum must be at least 3 hours and include:

1. All applicable State and Federal laws relating to the ownership, storage, carry, and transportation of a firearm; Minimum 2 hours Classroom; and

               a. The Act in its entirety,

1) with emphasis on 430 ILCS 66/10(h) which includes instruction on the appropriate and lawful interaction with law enforcement while transporting or carrying a concealed firearm.
